National Programme Officer
at the Swiss Embassy in Zagreb
The National Programme Officer (NPO) is instrumental in setting up and keeping oversight on the Swiss-Croatian Cooperation Programme. Under the supervision of the Head of the Swiss Contribution Office at the Embassy of Switzerland, s/he liaises closely primarily with the National Coordination Unit (NCU) of Croatia and Swiss governmental institutions, but also with project partners. The NPO ensures the relevance and effectiveness of the support measures, monitors their implementation in terms of progress, achievement of objectives and compliance with agreements, anticipates possible risks and suggests mitigation measures. The NPO supports evaluation, learning and systemic integration of experience and innovations. She/he communicates on the bilateral programme to the broader public.

Main Tasks
• Liaise with the NCU, other Croatian and Swiss programme partners.
• Support the Swiss Embassy and Swiss governmental institutions in the analysis of the political, economic, and social dynamics as well as in domains covered by the Programme.
• Prepare support missions for international and national experts and representatives from Switzerland.
• Assist in appraising support measure proposals and in developing of programme concepts
• Monitor and control the implementation of the approved support measures, participate in the Steering Committee meetings and field visits.
• Formulate Swiss positions to reports and for meetings, discuss corrective measures
• Ensure the compliance with Agreements and negotiate amendments.
• Support the Swiss Embassy in policy dialogue and support for program sustainability
• Liaise with the NCU and other partners to promote communication on the Swiss Contribution
• Produce news content for press releases, social media, conferences, reports, and actively attend events

Profile:
• University degree or equivalent qualification.
• Minimum of 8 years of experience in programme / project management, including in the context of EU structural Funds, EEA/Norwegian Grants, or other international organizations.
• Profound knowledge of the public institutions, the political and economic context of Croatia.
• General understanding of sustainable socio-economic development processes and challenges at local, regional, and national level.
• Substantive experience in one of the following fields: public infrastructure, sustainable development, health and social systems, civil society development, research, and innovation.


Competencies and requirements
• Effective networking and negotiations skills, also with high-ranking officials.
• Proficiency in results-based management of programmes and projects.
• Conceptual capability and strategic thinking.
• Good knowledge of public procurement procedures and contract management.
• Good command of standard IT and other office-technology tools, including social media literacy
• Excellent editing skills in English
• Track record of working effectively in an international team or in an international environment.
• Proven ability to work under pressure and with strict deadlines.
• Sense of confidentiality, personal integrity, and loyalty towards the employer.
• Fluency in English and Croatian; German, French or Italian is an asset.
• Readiness to travel frequently within the country.
